Site Survey Reminder- April 29/30, 2010

Steuben County Plan Commission members will conduct a site survey on Thursday, April 29, 2010. The site survey begins at the Community Center, 317 S. Wayne, Angola, IN, parking lot at 8:00 am. Various locations will be visited.

County Park "Bubble Diagrams"

The Troyer Group has prepared several bubble diagram plans for the Steuben County Park. These are not the final plans, only a first draft.

These plans explore three potential scenarios:
1) The County acquires the Fun Spot property,
2) The County acquires no additional property,
3) The County acquires the 95 acres to the south.

These scenarios are shown below.

Census 2010- Be Counted/Question Assistance Centers

April 1, 2010, was the official Census Day.

While county and Census officials have worked hard to ensure all residences received census forms, there is a chance that some homes did not. Sometimes, the Census form becomes lost or is recycled. Local "Be Counted Centers" (BCC) have been established throughout the community where extra forms are available.

For individuals needing assistance completing their Census form, "Questionnaire Assistance Centers" (QAC) have been established.

A-10-03 (BZA Decision Criteria)

The Steuben County Plan Commission has forwarded A-10-03 (BZA Decision Criteria) to the Steuben County Board of Commissioners.

The proposed amendment to the zoning ordinance will first be heard by the Commissioners at their Monday, April 19, 2010, meeting, held at the Steuben County Community Center, 317 S. Wayne, Angola, IN.

The proposed amendment is available for review in the Steuben County Plan Commission Office or in the Steuben County Auditor Office.

The proposed amendment creates additional criteria for the BZA to consider when reviewing developmental standard criteria, adds criteria for appeals of decisions, and clarifies some language for termination of variances and special exceptions.

The Steuben County Plan Commission has started to place public notice signs on properties with petitions before either the Plan Commission or Board of Zoning Appeals. This practice was tested last summer. Because it was so well received, it has been continued this year.

The purpose of these signs is to provide greater transparency of the planning process in the county. While the State of Indiana requires that letters be sent to “interested persons” and legal ads be placed in local papers, some projects may have a broader impact and few people are able to review the paper every day. We believe it is important for the community to be aware of what is happening and to participate in the process.

The blue, white, and red signs will be placed on properties before the Plan Commission and Board of Zoning Appeals conduct a site survey. Usually, they will appear on the last Wednesday of the month before the petition appears on the agenda. The signs include the petition number, the date of the hearing(s), and the phone number to call for more information (260 668.1000 x1600).



If you see one of these signs while driving Steuben County Roads, make note of the petition number and the general location. Plan Commission staff will need that information if you contact the office for information about a specific petition. Members of the public can also use the Plan Commission’s weblog or the "Home Tab" of the Steuben County GIS to get general information about a petition.

BANI Newsletter- April 2010

This article will describe a new GIS feature called “Citizen Input”, describe how to use it, and give an update on sketch plan requirements.

The new Citizen Input feature will allow Steuben County Offices to receive information through the County’s online GIS. We’re excited that this new feature allows us to both share and receive information using the GIS. It is a first step to improved web services, which will include online permitting in the future.

Citizen Input is currently being used by the Plan Commission and Surveyor. Anybody with access to the internet can use the feature for the following activities:

• Report abandoned vehicles,
• Comment on Plan Commission or Board of Zoning Appeals petitions,
• Report unpermitted construction,
• Request a construction inspection,
• Request development restrictions for a property,
• Report environmental nuisances, &
• Report drain tile or ditch problems.

The easiest way to access the Citizen Input feature is to locate the property in question on the GIS. The feature is activated by clicking “Citizen Input” on the left menu bar. Then, follow the instructions below.

1. Select the appropriate Citizen Input layer for your request by clicking on the layer name in the Layers list on the left side of the beacon map interface.

2. Select the Map tab to switch to the map view. (Located on the tab bar immediately below the page header.)

3. Zoom to the location of interest using the map navigation tools.

4. Select the location tool by clicking on the icon. (The tool's background will change to indicate it has been selected.)

5. Click a point on the map to indicate area of interest. (The application will then redirect the user to the input form.)

6. Fill out the form with the appropriate data.

7. Press the submit button. (You will receive confirmation that your submission was successful.)

We anticipate adding new departments and new options to this feature in the future. Let us know if you have any suggestions for improving this service!


Last month, we announced that sketch plans would have to comply with all the requirements of Chapter 16 of the Steuben County Zoning Ordinance starting on April 5, 2010.

We have decided to delay that by two weeks until Monday, April 19, 2010. (Of course, we will accept sketch plans that fully comply before that date.)

This was done because development of the sample sketch plan took longer than anticipated, and we wanted to allow enough time for applicants to make adjustments. The sample sketch plan is now available on the Plan Commission blog and as handouts in the Office.
