Subdivision Control Ordinance

The amended Steuben County Subdivision Control Ordinance, which will be effective on April 5, 2011, is now available online.

The Subdivision Control Ordinance is available as a hard copy from the Plan Commission Office for $15.

Plat Committee Openings- March 17, 2011

The Steuben County Plan Commission has openings for volunteers to serve on the Plat Committee.

The Plat Committee is a three to five member body which hears and approves minor subdivisions. The committee will meet on an as-needed basis throughout the month during business hours.

Appointments will be made at the Wednesday, April 6, 2011, Plan Commission meeting and will last through December 31, 2011.

Anybody interested in applying should contact the Plan Commission Office to receive an application. We kindly ask that applications be submitted no later than March 25, 2011.

The Plat Committee was recently created by an amendment to the Steuben County Zoning Ordinance. It will allow for quicker, more flexible, and less expensive review process for minor subdivisions while still protecting the due process rights of property owners. We are very excited about this change and believe it will better serve the community.

Steuben Spring Expo- March 12, 2011

The Steuben County Plan Commission will participate in the Steuben Spring Expo 2011. We are excited about this opportunity to share information with and answer questions from the public.

The Spring Expo will be on Saturday, March 12, 2011, from 8:00am to 3:00pm. It will be held in the Angola Central Gym and the Steuben County Community Center just south of downtown Angola.

Our booth will be on the north side of the gym this year.

The Spring Expo is free to the public. Coffee and doughnuts will be served in the morning and food will available from 11:00am to 2:00pm. There will be hourly door prizes and grand prizes at the end of the day.

The Taste of Steuben, Heritage Skills, and youth tractor pull will take place again this year. New to the Spring Expo this year will cookie decorating for kids, an exotic bird exhibit, and Wii games.

The Spring Expo is sponsored by the Steuben County 4-H Fair Board and the Steuben County Purdue Extension.

Land-Use Video Seminar (Smart Growth) - September 9, 2010

The Steuben County Plan Commission and Steuben County Purdue Extension will host a Purdue Extension video seminar on Thursday, September 9, 2010, from 7:00 pm to 9:00 pm. The topic for this seminar is “Practice Good Planning: Get Ready to Grow Smart.”

The interactive program will help communities learn about good planning and smart growth. It will help individuals assess where their community is with good planning and how to improve planning and growth management.

The program will include:
• What is good planning and smart growth.
• Where is Indiana in good planning and smart growth efforts.
• How to assess the level of good planning and smart growth in your community.
• What can you do now to improve planning and introduce smarter growth to your community.

KK Gerhart-Fritz, AICP, of The Planning Workshop will be the main presenter.

The video seminar is open to all local officials and the general public. Refreshments and snacks will be provided.

Steuben County is one of only fourteen sites hosting the event across Indiana.

The video seminar will take place in the Steuben County Purdue Extension conference room in the basement of the Steuben County Community Center, 317 S Wayne, Angola, IN.

Steuben County Fair- July 16-22, 2010

The Steuben County 4-H Fair is only days away.

The fair runs from July 16 through July 22. The fairgrounds are located at 100 LN 101 Crooked Lake.

Daily passes cost $2 per person or $5 per car. Weekly passes cost $10 per car in advance or $15 per car at the gate. The derby, rodeo, or truck pull admission is $10 for adults and $5 for kids.

Staff Training

Two members of the Plan Commission Staff, Assistant Plan Director Vina Conti and Code Enforcement Technical Scott Essenberg, have completed the Michigan Citizen Planner training program.

(There is no equivalent program in Indiana at this time.)

The Michigan Citizen Planner program was developed by the Michigan State University Extension and administered by the MSU Land Policy Institute.

The program is available to all of those interested in planning and land use. It can be taken in a classroom setting or as an online course.

Land-Use Video Seminar- June 17, 2010

The Steuben County Plan Commission and Steuben County Purdue Extension will host a Purdue Extension video seminar on Thursday, June 17, 2010, from 7:00 pm to 9:00 pm. The topic for this seminar is “Healthier Communities through Planning.”

The interactive program will focus on how communities can support healthier lifestyles for their residents by implementing various design criteria, ordinances, and policies. Background information and stories from communities already involved is this area will be shared. The economic impact of these “healthy” land-use policies will also be explored.

Kim Irwin of Health by Design will be the main presenter.

The video seminar is free and open to all local officials and the general public. Refreshments will be provided.

Steuben County Farmer's Market

The Steuben County Farmers' Market has opened for the season.

The market is held on Saturday Mornings from 8:00 am to noon in the Steuben County Community Center parking lot.

The products and produce available change from week to week as the growing season permits.

Purchasing goods at farmers' markets creates positive impacts for the local community. More information is available at the Project for Public Spaces.

Sample Sketch Plan

The Steuben County Plan Commission is pleased to announce that the sample sketch plan is now available. It has been developed to show what information the Zoning Ordinance requires to be on sketch plans. (Chapter 16)


Individual sketch plans will look different and may require either more or less information. Please contact the Plan Commission Office in advance with any specific questions concerning your plans.

Larger copies of the sample sketch plan will be available in the Plan Commission Office in several days.

Starting on Monday, April 19, 2010, all sketch plans must comply with Chapter 16 of the Steuben County Zoning Ordinance or no Improvement Location Permit will be issued.

Staff Reports- April 2010

The Steuben County Plan Commission Office prepares staff reports for all Plan Commission and Board of Zoning Appeals hearings.

These staff reports have been made available for review prior to meetings since spring 2009.

We are pleased to announce that they are now available by email to any interested citizen. If you would like to have Plan Commission and/or Board of Zoning Appeals staff reports sent to your inbox, please send us a message indicating so.

These reports are completed roughly two weeks prior to the Plan Commission hearing.

The Plan Commission may also be able to post these reports on the "home tab" of the Steuben County GIS.

We hope that sharing this information will help Steuben County residents be better informed of the planning and zoning activities in the community.

Spring Expo- March 20, 2010

The Steuben County Plan Commission will participate in the Steuben Spring Expo 2010. We are excited about this opportunity to share information with and answer questions from the public.

The Spring Expo will be on Saturday, March 20, from 8:00am to 3:00pm. It will be held in the Angola Central Gym and the Steuben Community Center.

Our booth will be in the multi-purpose room of the Community Center.

The Spring Expo is free to the public. Food will available from 11:00am to 2:00pm, and there will be hourly door prizes.

Land-Use Video Seminar- March 1, 2010

The Steuben County Plan Commission and Steuben County Purdue Extension will host a Purdue Extension video seminar on Monday, March 1, 2010, from 7:00 pm to 9:00 pm. The topic for this seminar is “Board of Zoning Appeals in Depth.”

The interactive program will help new and experienced members, elected officials, and interested citizens understand how Boards of Zoning Appeals can and should function. The program will explore BZA duties, the decision-making process, appeals, methods to reduce the BZA's workload, and legislative updates.

The program is free and open to the public.

Presenters include Jamie Palmer, Center for Urban Policy and the Environment, and K.K. Gerhart-Fritz, the Planning Workshop.

Lakes Advisory Board Openings


The Steuben County Plan Commission has openings for volunteers to serve on the Lakes Advisory Board.

The Lakes Advisory Board (LAB) is a seven-member board, created to inform the Plan Commission of specific concerns or questions of affected property owners, to aid the Plan Commission in fact finding missions, to provide follow-up information to the Plan Commission concerning possible violations of the zoning ordinance or conditions of approvals, to study the subjects and problems upon request of the Plan Commission, and to report and participate in Plan Commission deliberations.

The LAB is concerned with properties located within 1,000 feet of the shore of any state-owned lake within Steuben County, properties zoned Lake Residential, and properties which drain into a creek or body of water that flows into a lake in Steuben County.

Members of the LAB are appointed by the Plan Commission for three-year terms, which would expire on December 31, 2012.

Walden Woods Clean-Up

The Steuben County Plan Commission conducted a clean-up at the Walden Woods Campground on Saturday, November 7. The Walden Woods Community Association and Steuben County Community Service workers also contributed to the project.

Over the weekend, two 20 yard dumpsters were filled.


We would like to thank all those who helped and participated in this event.
