Plan Commission Reminder- February 2, 2011

The Steuben County Plan Commission will hold a hearing on Wednesday, February 2, 2011. The hearing will be located in the Multi-purpose Room of the Community Center, 317 S. Wayne, Angola, IN. and will begin at 7pm.

The agenda for the hearing is located earlier in this weblog or on the "Home Tab" of the Steuben County GIS site.

The staff report for the hearing may be viewed on the "Home Tab" of the Steuben County GIS.

Site Survey Attendance- January 27/28, 2011

Just a reminder that the Purdue Extension Office and the Steuben County Plan Commission will be hosting a Land-Use Video Seminar tonight from 7:00-9:00 pm. The seminar will be held in the basement of the Steuben County Community Building, 317 S Wayne, Angola.

The topic is "Welcome to the Plan Commission/Board of Zoning Appeals." More information is available in an earlier post.

Site Survey Reminder- January 27/28, 2011

Steuben County Plan Commission members will conduct a site survey on Thursday, January 27, 2011. The site survey begins at the Community Center, 317 S. Wayne, Angola, IN, parking lot at 8:00 am. Various locations will be visited.

Steuben County Board of Zoning Appeals members will conduct a site survey on Friday, January 28, 2011. The site survey begins at the Community Center, 317 S. Wayne, Angola, IN, parking lot at 7:00 am. Various locations will be visited.

Members of the public may be present. However, no evidence or testimony may be taken on the site survey.

Wayfinding Signs Website

A website has been created to help citizens and business understand and participate in the wayfinding sign program. The website is http://www.steubencountywayfinding.org.

The wayfinding sign program will be led by consultants working with various entities throughout Steuben County. There will be several public meetings to gather information and to share results. Stay tuned for announcements!

The goal of the wayfinding sign program is to make it easier for people to find businesses, points of interest, and other attractions throughout the county and cities and thereby foster economic development.

More information will be made available as it develops.

Ordinance Amendment Meeting- January 25, 2011

The Steuben County Zoning and Subdivision Control Ordinances are considered living documents. The Plan Commission has adopted a policy of reviewing them every year since the current ordinances were adopted in 2008. This annual review allows the ordinances to be improved and to adapt to changing conditions.

Areas needing attention are identified throughout the year by staff, Plan Commissioners, and County Board of Commissioners. The Plan Commission directs staff concerning which amendments to pursue and prepare. All amendments must be consistent with the County’s adopted Comprehensive Plan and Indiana and Federal laws.

Potential amendments are heard by the Plan Commission at a public hearing. Members of the public are able to comment on the proposed amendments. The proposed amendments are then forwarded to the County Board of Commissioners. That body conducts a public hearing and may adopt the proposed amendments or send them back to the Plan Commission for revision.

To improve the process this time, Plan Commission staff have been and will be holding meetings to discuss the proposed amendments. These meetings are open to members of the public and Steuben County Officials, including Plan Commissioners & County Board of Commissioners. The intent is to gather greater input and prepare a better document for the Plan Commission to review at its meetings.

The next meeting to discuss the proposed zoning ordinance amendments will be on Tuesday, January 25, 2011, at 1:00 pm. The meeting will be held in the basement of the Steuben County Community Center. Areas of discussion may include sign standards, campground standards, carriage houses, sketch plan requirements, and others.

Land-Use Video Seminar (Welcome)- January 26, 2011

The Steuben County Purdue Extension and the Steuben County Plan Commission will host a Purdue Extension video seminar on Wednesday, January 26, 2011, from 7:00 pm to 9:00 pm. The topic for this seminar is “Welcome to the Plan Commission and Board of Zoning Appeals.”

The interactive program will help new and experienced plan commissioners and board of zoning appeals members, elected officials, and interested citizens understand how plan commissions and board of zoning appeals can and should function.

The presentation will describe responsibilities of members, explore common situations for decision makers, and discuss how members can better serve their community. Participants will learn how to use the tools and resources available for making land-use decision. Examples of opportunities for local orientation and training will be provided.

The program will teach citizens how to effectively participate in the planning process. Anyone interested in land-use decisions or community planning is encouraged to attend.

Mark Spelbring, Park County Extension Educator, will be the speaker. The program is sponsored by the Purdue University Cooperative Extension Service, Ball State University College of Architecture and Planning, the Indiana Chapter of the American Planning Association, and the Indiana Farm Bureau.

The video seminar will take place in the Steuben County Purdue Extension conference room in the basement of the Steuben County Community Center, 317 S Wayne, Angola, IN. It is open to the public and free to attend, but space may be limited. Refreshments and snacks may be provided.

Code enforcement Update- December 2010

Here is an update of the Steuben County Plan Commission's code enforcement actions for December 2010.



Environmental Nuisance. (Ordinance 658)
The Plan Commission has received 0 new environmental nuisance complaints in December 2010.

During the same period in 2009, a total of 0 new environmental nuisance complaints were received.

The Plan Commission has received a total of 54 new complaints this year.

The following graph shows the new environmental nuisance complaints received by the Steuben County Plan Commission per month since January 2009.




Abandoned Vehicles. (Ordinance 771)
The Plan Commission has received 0 new abandoned vehicle complaints in
December 2010.

During the same period in 2009, a total of 1 new abandoned vehicle complaints were received.


The Plan Commission has received a total of 22 new complaints this year.

Sign Violations.

The Plan Commission has opened 0 new cases for sign violations in December
2010.

No tracking data is available to compare this period to the same period of 2009.

The Plan Commission has opened a total of 36 new sign violation complaints this year.

Prior to January 2010, sign violations were included in the "other ordinance violations" category. It was created as its own category to improve tracking abilities. These numbers do not include temporary signs that have been removed.

Other Ordinance Violations.
The Plan Commission has opened 1 new cases for other ordinance violations in
December 2010.

During the same period of 2009, a total of 7 new cases were opened.


The Plan Commission has opened a total of 98 new complaints this year.


The most typical "other ordinance" violation is building without a permit. It can also include un-permitted uses of property. Starting in January 2010, the Plan Commission began a separate tracking category for illegal signs/signs installed without a permit. Previously, signs had been included in this category.

Resolved Violations.
The Plan Commission has closed 10 violation cases in December 2010.

During the same period in 2009, a total of 35 open cases were closed.

The Plan Commission has resolved a total of 319 violation cases this year.

We are pleased to note that since January 2009, the Plan Commission has closed more cases than it received in 17 of the past 23 months.

Plan Commission Reminder- January 5, 2010

The Steuben County Plan Commission will hold a hearing on Wednesday, January 5, 2011. The hearing will be located in the Multi-purpose Room of the Community Center, 317 S. Wayne, Angola, IN. and will begin at 7pm.

The agenda for the hearing is located earlier in this weblog or on the "Home Tab" of the Steuben County GIS site.

The staff report for the hearing may be viewed on the "Home Tab" of the Steuben County GIS.

The hearing will be broadcast live on the internet and recorded for later viewing.
(Technical issues may interfere with the broadcast.)
